About Us

The Tribal Community Vision Partnership (Vision Partnership) is a national public-private partnership to drive a large-scale infusion of capital into Indian Country. Led by Native Americans in Philanthropy, the Vision Partnership promotes self-determined and sustainable economic and community development for Tribal Nations.

Generations of underinvestment have left many Tribal Nations without the resources and infrastructure they need to thrive. By bringing together philanthropy, federal, and private capital, the Vision Partnership supports Tribes to shape their own futures, strengthen communities, and build enduring economic opportunities.

How We Work

This first-of-its-kind initiative establishes clear, replicable pathways for capital to reach Indian Country, providing a sustainable framework for Tribal-led community and economic growth. As proof of concept, the Vision Partnership will steer philanthropic and private investment towards impactful, low-risk community projects:

Many Tribal Nations face long-standing barriers to accessing capital due to systemic marginalization, complexities of federal programs, and limited private investment. The Vision Partnership creates clear pathways and provides technical and capital support to overcome these challenges, helping Tribal communities build infrastructure and strengthen economies.

Philanthropy is uniquely positioned to leverage federal resources, change the way private markets invest, and seed replicable models for sustainable development and systemic change for Native communities across the country. As a result, philanthropic funding is especially important in the early phases of the Vision Partnership, and we seek philanthropic partners whose work aligns with transformative investments in Tribal community and economic development.

Over five to seven years, the Partnership seeks to raise $112 million from philanthropy partners, combining grants and program-related investments, which is designed to leverage upwards of $1 billion in public and private capital at 1:9 ratio. This multiplier effect enables larger-scale investments with managed risk profiles.

The Vision Partnership is designed around Tribal Nations’ proven ability to lead and govern their own development on their terms, increasing their capacity to access capital and manage projects that reflect their unique cultural values and priorities. By providing technical assistance, capacity-building, and capital, the Partnership strengthens Tribal sovereignty and supports Indigenous knowledge and governance.

The Vision Partnership combines philanthropic grants and program-related investments (PRIs) with federal reimbursements and private sector capital to create a revolving pool of capital that can be reused to fund multiple projects over time. This innovative de-risking approach incentivizes private investment and builds replicable pathways for long-term, scalable Tribal economic development.

By mobilizing $112 million in philanthropic capital to leverage over $1 billion in total investment, the Vision Partnership supports the creation of high-quality jobs and sustainable economic growth in Tribal communities. This growth uplifts Tribal economies and has positive spillover effects on nearby non-Native communities through increased local employment and services.

The Vision Partnership targets Tribal communities in key regions across the West, Alaska, Midwest, Southwest, and Southeast, prioritizing places with strong partnerships, readiness for capacity building, and potential for replicable success.

The program seeks to create replicable investment models that transform Tribal economies and communities by expanding access to capital and capacity to build sustainable community infrastructure that reflects Tribal priorities and values.
